The Story

With aging and, in many cases, outdated wastewater treatment, stormwater management and flood-protection systems, the Louisville and Jefferson County Metropolitan Sewer District (MSD) was faced with the difficult truth that $4.3 billion in repairs and improvements are needed in order to continue to protect public health and safety.

MSD partnered with BCH to develop a wide-reaching “community conversation” intended to foster constructive public dialogue about the need to reinvest in public infrastructure, and the potential impact that would have in terms of increased rates.
